Sunflower seed is most important raw material with cotton for oil industry of Turkey. In the Karadenizbirlik operating area, during 1994-2000 period, sunflower acreage decreased by 50, 00 %, while production decreased by 33, 61 %. This reduce is most important both this region and Turkey. Because, this figure also reflect a nationwide trend in Turkey. In this study, we considered reduce in sunflower seed produce and we evaluated reflection of sunflower producer deal with sunflower seed in Middle Blacksea Region. The bulk of the data was gathered from randomly selected 107 farmers who cultivate sunflower in four different provinces constituted the operating area of the Union of Black Sea Oilseed Agricultural Cooperatives. Research results showed that sunflower farming was not profitable in the research area and farmers were unsatisfied about policy measures and the sunflowers price. Based on the farmers’ point of view, it was fixed that adjusting parity of price between sunflower and wheat at the level of more than two, continuing premium system as a policy instruments and arrangement of timing in oilseeds import would increase the sunflower production in the research area.
